In 1899, under the American regime, the Philippines Bureau of Immigration started as a division of the Bureau of Customs. This rather odd hierarchy was due to the fact that ship travel and ship cargo were inextricably connected back then. Due to the fact goods generated taxes, the government seemed to maintain a higher priority of products back in those days than the registration and tracking of stay of foreigners. It wasn’t until 1937 when the Immigration bureau was transferred to the Bureau of Labor. There were several other iterations in the history but it wasn’t until after WW-II in 1948 that the Bureau of Immigration was placed under the supervision of the Department of Labor.
